Sabah unveils RM6.402 billion 2026 Budget

KOTA KINABALU: The Sabah government today unveiled its 2026 Budget amounting to RM6.402 billion with an estimated surplus of RM28 billion.


Deputy Chief Minister II Datuk Seri Masidi Manjun, who is also state finance minister, said the Sabah governnment projects revenue revenue of RM6.430 billion, a slight reduction compared with this year's budget.


During the tabling of the budget, Masidi noted that Sabah's economic structure remains exposed due to its dependency on two main commodities: crude oil (CO) and crude palm oil (CPO).


Both commodities are sensitive to global price fluctuations, production levels, and the US dollar (US$) exchange rate.


He added that although CPO prices remain above RM4,000, they can only partially offset the decline in revenue from CO-based commodities, as CO prices are currently below US$65.


"Due to these factors, the 2026 revenue estimate is expected to decline compared with the revised 2025 estimate, with the total projected amount reaching RM6.430 billion," he said.


The revenue is derived from several categories. Tax revenue is estimated at RM2.771 billion, contributed mainly by the State Sales Tax (CJN) of RM2.614 billion, Land Rent of RM120 million, and Port and Harbour Dues of RM37.5 million.


Non-tax revenue is projected at RM2.348 billion, derived largely from Petroleum Royalties of RM1.075 billion, Forest Produce Royalties and exports of Timber Products worth RM132.7 million, interest and proceeds from investments amounting to

RM490.31 million, the sale of water at RM308 million, and land premiums of RM160 million.


Non-revenue receipts are estimated at RM1.311 billion, comprising receipts and contributions from the Federal Government of RM1.161 billion and other receipts of RM150 million.
