MCMC to investigate X users suspected of breaching the CMA over AI misuse


CYBERJAYA, 3 January 2026 — The Malaysian Communications and Multimedia Commission (MCMC) will initiate investigations into users on platform X suspected of breaching the Communications and Multimedia Act 1998 (CMA). 

MCMC said it has received public complaints regarding the use of Artificial Intelligence tools on X, including the manipulation of images involving women and children to generate indecent, extremely offensive, or harmful material.

"The commission views such misuse seriously and has warned that those involved may face action under Section 233 of the CMA.

"Under Section 233, the misuse of network services or applications to create or disseminate content that is grossly offensive, obscene, or indecent constitutes an offence."

The commission also highlighted that with the enforcement of the Online Safety Act 2025 (ONSA), online platforms and licensed service providers are obligated to take proactive steps to curb the spread of harmful online content, including pornographic and indecent material as well as child sexual abuse material.

"Although X is not currently a licensed service provider in Malaysia, MCMC stressed that the platform remains responsible for adhering to Malaysia’s online safety standards

"The commission is currently assessing the extent of online harm occurring on X and will summon representatives of the platform as part of its inquiries."

MCMC further urged all platforms accessible in Malaysia to strengthen safeguards in line with local laws and online safety standards, particularly in relation to AI-driven features, chatbots, and image manipulation applications.

Internet users and victims are encouraged to report harmful content directly to the relevant platforms and to lodge reports with the police and MCMC, including through MCMC’s online complaints portal.
