Progress Made on MA63 Matters, but Full Implementation Still Underway, Says Minister


KUALA LUMPUR: While significant progress has been made in implementing the Malaysia Agreement 1963 (MA63), many issues remain under active monitoring and discussion, said minister in the Prime Minister’s Department (Sabah and Sarawak) Datuk Mustapha Sakmud, 

Speaking at the launch of the MA63 Dashboard, a platform designed to track the status of MA63 implementation Mustapha said that of the 29 matters discussed through the official consultation platform, 13 have been implemented, including nine that were resolved under the Madani Government. 

The remaining 16 issues are still pending, including federal financial obligations under the Ninth Schedule, the increase of Sabah and Sarawak public service positions, Borneonisation of the federal service, development of the Sabah-Sarawak-Kalimantan border, and additional parliamentary seats for Sabah and Sarawak. 

Other unresolved matters include proposed tourism amendments, as well as health and education issues. 

“Even for matters that have been classified as completed, the Federal Government, through the Sabah and Sarawak Affairs Division (BHESS), will continue engagement sessions with stakeholders to ensure that the implementation delivers tangible benefits to the daily lives of the people,” he said in a statement. 

The MA63 Dashboard, launched as a public monitoring platform, aims to improve transparency and accountability, allowing Malaysians to track progress in real time. 

The development of the dashboard will take place in two phases, with the first now accessible via the BHESS portal and the second set to introduce continuous updates from relevant ministries and agencies.

“The main objective of implementing MA63 is to ensure every decision and action taken directly benefits the people, strengthens national unity, and elevates Malaysia as a sovereign and inclusive country,” he said.
