KOTA KINABALU: The state will implement a 'Homeward programme', or ward at home, as its flagship initiative under the state's Sabah Maju Jaya plan.
Yang diPertua Negeri Sabah Tun Juhar Mahiruddin said the programme was to help the vulnerable community including those homeless and disabled who are sick.
"In an effort to cultivate volunteerism, Homeward services will be created which involves the development of a Social Service Time Banking system.
"The system will enable the public and non-governmental organisations (NGOs) to contribute energy through the counting of time to care services of the target group, namely the elderly and the disabled.
"The time credited may be proposed to be used or exchanged to another individual at any time either in kind or unrecorded leave facilities for civil servants," he said during his policy speech at the opening of the 16th State Assembly Sitting.
Apart from that, Juhar said the state would provide enough housing for the people, especially those with low incomes.
"Under the 12th Malaysian Plan (12MP), the state government will execute an affordable public housing project that will be sold at RM47,000 per unit.
"Meanwhile, under the state government's SMJ initiative, it will also work with private sectors in building another 662 affordable housing units, of which 502 are in Kinarut and 160 units in Tuaran."
Throughout the 12MP period, the state was also targeting to upgrade and build about 1,190 km of road throughout the state.
Work such as designing, surveying and land acquisition of the roads had already begun this year.
Focus will also be on increasing treated water with projects related to water treatment plants, dams, reservoirs and other environmental friendly water supply systems.
