KOTA KINABALU: Infrastructure and utilities development will continue to be prioritised in the state's development agenda, said Sabah Yang diPertua Negeri Tun Musa Aman.
He said focus would be given to the construction and upgrading of roads, as well as the implementation of rural small bridge projects to strengthen transportation networks, improve mobility and reduce the development gap between urban and rural areas.
"In the water supply sector, the state government will focus on increasing treated water production capacity, expanding rural water supply coverage and reducing non-revenue water losses.
"Priority will be given to the construction and upgrading of water treatment plants across Sabah, alongside the holistic implementation of the Non-Revenue Water (NRW) Programme, which will be expanded to 12 districts.
"The state government will also introduce geospatial technology and in-vessel composting systems to improve the efficiency and effectiveness of sewerage services," he said when delivering the state government policy speech at the first sitting of the 17th Sabah State Legislative Assembly here.
Electricity supply will be strengthened through the implementation of a long-term electricity supply plan.
He said the plan focuses on diversifying generation sources, including renewable energy, battery energy storage support, and other relevant new technologies.
Energy supply to the East Coast will also be strengthened through the implementation of Phase 1A of the Southern Link Transmission Line Project (TPSL).
Musa added that the state government views seriously the increasing frequency of floods and landslides and will continue implementing mitigation measures to reduce future impacts.
"Flood prevention plans, flood mitigation plans, major urban drainage systems and flood early warning systems will be further strengthened.
"In addition, slope rehabilitation and stabilisation of landslide-prone areas will be prioritised to minimise risks. Allocations are also provided to upgrade and maintain roads and bridges to ensure transport infrastructure affected by natural disasters can be restored promptly."
In terms of transport infrastructure, proactive steps are being taken in the maritime sector to enhance navigation safety through the construction of navigation aids and the upgrading of facilities, including the development of Phase 4 and 5 of the Menumbok Ferry Terminal and several public jetties at strategic locations.
He added that the state government is conducting a feasibility study for a modern railway system from Putatan to the Kota Kinabalu Industrial Park (KKIP) and Sepanggar Port to strengthen logistics systems.
The Sabah Sustainable Transport Master Plan study will be carried out as a long-term strategic framework to develop a sustainable, safe and efficient public transport system.
"This effort is also supported by the implementation of the Kota Kinabalu Stage Bus Transformation Programme to reduce traffic congestion in urban areas."
